探索建设省市县乡村五级康复体系。联合省委社会工作部、民政厅、教育厅、卫生健康委印发《关于加强残疾人康复服务体系建设的实施意见》，在四个重点联系地区和部分条件较好的县（市、区）率先开展残疾人康复服务体系建设。

金融助残位居全国“双第一”。截至10月底，全省授信残疾人贷款额度14.66亿元，发放到位贷款11.17亿元，授信额度、发放贷款额均居全国第一。

年度高校残疾人毕业生就业率创新高。举办“豫荐未来 青春启航”2024年河南省高校残疾毕业生就业双选会，促进残疾人大学生就业，2024年河南籍残疾应届毕业生就业率达97.55%。

高效推动残疾人服务“一件事”。残疾人办理事项申请表单由3个减为1个，申请材料由20份减至4份，办理时限由41个工作日减为13个，办理环节由11个减为3个。受到省政府表扬，被选为河南省典型经验上报国务院办公厅。
